AWS 5.01 Requirements for reviewing Filler Metal Supplier Quality Program

I am reviewing AWS 5.01 Procurement Guidelines for filler Metal for the purpose of Section 8 compliance.

I noticed that A 1 . 2 states that "it is the responsibility of the purchaser to review the quality program of the manufacturer "

Does that mean I have to reach out to Lincoln or Weld Wire to review their programs? we buy only a few hundred pounds thru a local supplier so I don't know if they would even share that info with me.

What are you guys doing to verify you get good rods?
