ASME SA336 or SA182 code material specification related

In SA-336 Para 8.1.1.3 of ASME 2015 Edition it is given as follows

'For liquid quenched and tempered forgings, test specimens may be taken at a depth (t) corresponding to a distance from area of significant stress to the nearest heat treated surface....'

What does this area of significant stress means? What is its importance?
 
I guess it refers to a region of the forging that experiences the highest mechanical stress during its intended service, which means different depth(t) will be applied on different parts
