ASME "U" stamp requirements 1

A reactor manufacturer has requested a "User Design Specification" UDS, in order to supply a reactor with a "U" stamp. What is a UDS?, the manufacturer already has a design specification issued by the engineering contractor.HELP

Are you talking about a vessel for nuclear service?

Sorry Lostsailor, I should have been more specific, The Reactor refered to is used in a petroleum refinery, at an installation outside the US. Does this help?

By any chance is this vessel being constructed to ASME VIII Division 2? If so then a User's Design Specification is required as per paragraph AG-301.1 and must be certified by a PE as per paragraph AG-301.2.
