ASME Category D Fluid service, Under cut has two options

For ASME Category D Fluid service, Under cut has two options, 1.5 mm and Tw/4 or 1 mm. What size of pipe would 1.5 mm apply to if Tw/4 or 1 mm is the lesser value? Any help on interpretation would be great.
