ASCE Blast Design - what acceptance criteria?

Hi All,

My question is in relation to ASCE Design of Blast Resistant Buildings in Petrochemical Facilities document.
Analysis of mine will be performed with Finite Elements in ANSYS Explicit Module, all structural system modelled by shell elements (e.g. girder will be simulated by few shells),(frame elements excluded).
Load peak value and duration will be as per mentioned ASCE document.

Question is, what acceptance criteria shall I compare against stress values I get from the shell elements screening? E.g. what max. vMises value will be acceptable to ensure requirements of ASCE Blast document will be met.
