Appendix A tube to tube-sheet joint Lmax and L

Good day everyone, for ASME appendix 13 tube to tube-sheet joint, when it is not possible to obtain full strength weld due insufficient space for welding(at least this is what I am told), the other way I can verify the tube joint is through appendix A? I manage to get Pe,Po and Lmax value through Appendix A formulas but got stuck with tube pull out force. When comparing L=Po*2*pi()*ro*Le with Lmax, my L is like 4 times larger. I must be missing something here and maybe my approach is way out. I am hopeful to get some hints or guidance. Thank you for your time!
