allowable compressive stress for tube (TEMA Model)

Hello, can anybody confirm my understanding below.

in TEMA Eight Edition, RCB-7.24 (pg69), there was a note (end of RCB-7.24) stated 'the allowable tube compressive stress shall be limited to the smaller of the code allowable stress in tension for the tube material at the design metal temperature OR the calculated value of Sc', thus i was thinking that was that TEMA allow we chose the allowable compressive stress for tube. The code allowable stress in tension generally will be greater than calculated Sc. (i'll chose the greater one of course if i allow to do so)

Just wanna know why there was the statement in TEMA if we are not allow to select the higher one.
