I would like to ask about air heater that consist of hot water element and steam element.
Is it air heater includes to shell & tube heat exchanger?
 
It looks like English is not your first language, pimeng12. Perhaps you could upload a sketch with labels to us, so we can see what you mean?

If you are trying to say air handler with heating coil (using hot water or steam), then a shell and tube heat exchanger is not used. The heating "element" looks very similar to a car's radiator.

Yes right English is not my first language so I'm very sorry about this inconvenience.
for the above case i mean there are 1 row tube for steam and 4 row tubes for hot water, both in one shell that air passed. Is this air heater can be classified as shell & tube Exchanger. Here i attached the sketch.

Actually, your English in the last post was impeccable. Thanks for the sketch.

A shell & tube Hx has a shell that completely encases the tubes, usually with a pressure rating that governs the shell thickness. The type of Hx that you have shown isn't usually thought of as a S&T type of Hx.

I'd be interested in seeing some details on the internals before I say yes or no. Heating air and water streams with a steam source in one device isn't something I've seen before and I wonder what the internals would look like.

The heater was produced 1982 so there are no any complete detail available.
currently we are preparing required documents to order new one with some upgrading.
here i attached the arrangement of this heater.
