Actual Buckling Stress at Given Thickness

You're going to need to give a whole bunch more background on what you're showing us, beyond the ten lines of computer output, if you expect to receive a reasonable answer.
 
It looks to me like they just mean "actual calculated stress", and are assuming that the applied stress is a buckling stress.
The equation numbers quoted match the AISC ASD steel code, 9th Edition, just column formulas.
