For section D3.3.5, ACI 318-02, If designing a embed plate with headed studs, and concrete failure governs, I take this section to mean that the connction to the plate can be designed to undergo ductile failure. I am welding an angle to the embed plate, and finding that the only part that I can get to control is the weld. Can welds be considered in a ductile failure mode?

I don't believe weld fracture is a ductile failure mode.
 
Yea, I didnt think so either, so I am having a hard time to satisfy ductile failure. I know in 2006 IBC if a connection is 2.5 times over designed, you dont have to have a ductile failure mode. would you think I am ok to use that provision for a 2003 IBC project?
