You mean not thick enough? Can you please come back with more specific information as to the type of boiler and your actual data (wall thickness and area affected)?
Will the boiler still blowdown or is it packed solid?
Is it corroded from the outside or inside?
If it looks like "button-tuck" upholstery its time to replace.
A scab patch is not a fix.
