A dgn file have 15 reference files.

You have "File X With 15 Refs".
So attach just "file X" into the other 20 files.
When you attach "file X" ... and you're asked to give it a "Logical Name" ... down at the bottom where it says "NESTED" ...
Input 1.
This should bring all the reference files into your Design File.
I believe this is what your after.
