A dgn file have 15 reference files.There are about 20 dgn files, and I wish i have to have those 15 reference files to be attached to 20 dgn files. What is the best way to do it?

You have "File X With 15 Refs".
So attach just "file X" into the other 20 files.

When you attach "file X" ... and you're asked to give it a "Logical Name" ... down at the bottom where it says "NESTED" ...

Input 1.

This should bring all the reference files into your Design File.

I believe this is what your after.
