3.2 certification of equipment

Hi All,

We have received the order from our client to supply Drilling (Wellhead) Equipment and the required certification is 3.2 and third party inspection (TPI: client appointed).

But, our supplier/manufacturer is saying that they will use the “off the shelf raw material with EN 10204 3.1 Mill MTC” to manufacture our intended equipment.

My question is whether 3.2 certification requirement is applicable for only raw material or for the whole equipment?

Inspection Test Plan is approved and it covers all stage wise inspections till final release by client appointed TPI.

After the satisfactory final inspection, Can TPI certify the finished equipment as 3.2? OR is he authorized to issue only Inspection Release Note? Please advise.

It is quite a comprehensive subject but this is a brief answer.
The supplier/manufacturer must appoint a TPI (designated by official regulations) who must verify that the raw material is in compliance with 3.2.
The clients TPI role is to ensure the supplier/manufacturer is complying with those requirements (eg. confirming they have had a TPI verify and sign off the certificates).
The PED requires the supplier/manufacturer to be responsible for all conformity (raw material and finished product) so the clients TPI will not be approving anything - they will merely be signing off to verify that everything is in compliance.

The answer to both of your questions is: it should have been defined by the purchaser in the purchase order documentation. Generally, use of 3.1 material where 3.2 is requested will not fly with purchasers. The discussion under 'Type 3.2 intent' in the linked IOGP document above offers a pointer as to how the issue might be addressed.
