2d Survey File to 3d File

I have a question about 2d survey. I have a file that has survey in a 2D microstation file. I have spot elevations that only have x and y coordinates but no z value. I do not have any contours in this file. I wanted to know how to assign the spot elevations a z value so I can use them to create a surface? Should I create a point file with the spot elevations. From what I can tell, the spot elevations do not have points or nodes to assign a z value to that spot elevation. How do I make a piece of 2d text into a point or an elevation that I can use. Please, any help would be appreciated.

Contact the surveyor and ask for a 3d file? Microstation goes from 3d to 2d with the push of a button, but not so much the other way.
 
Thanks Francesca! We really don't have the option of asking the surveyor for a 3d files since the survey was completed in 1995. We are just putting points in where the spot grades are at and building our models from there. So far, so good just a lot of front end work.
