Flood Load - Hydrodynamic Drag Force, where to apply

I am designing a pile that is on a river that is just carrying some pipes. There is a whole new ASCE 7-22 Supplement 2 which goes deep on computing flood loads. My question is how to apply the hydrodynamic drag force? I am thinking it should be the whole height submerged on the water but the unit of it is lbs and not lb/ft. Though the formula used width and the flood height design, so apply point load midway of the flood height design?
