EXX70 electrode VS E309L-16

Good morning, I have a regular steel beam HSS20x12x5/8(Fy46ksi) that was specified to be weld with fillet weld with electrode EXX70, but the contractor use an electrode E306L-16.
Is there any restriction to use this electrode in lieu of the EXX70.

I would like to see the WPS that says to weld it with 309.
