I’m looking for resources like books or webinars on arched concrete roof design. I’d like learn more about them for a potential project and research any software programs capable of designing arches.

As far as seminars, you're probably out of luck. This is a super specialized area where a seminar would likely be:
  • Sparsely attended.
  • Pretty pricey.
For books, I'm pretty ancient, so my textbooks are old, but:
Timoshenko, "Theory of Plates and Shells"
Gaylord and Gaylord, "Structural Engineering Handbook" First Edition, Chapter 20.
