When you plot the three different water-cementitious material ratio, will the sand content change as well?
All three mixes they are plotting have the same #57 stone but
Mix 1 has low cement low water high sand
Mix 2 is middle of the road
Mix 3 has high cement high water and low sand
Should all three mixes contain the same amount of sand and #57 and only the cement and water change?

I always try to keep the sand to rock ratio constant

They plotted all three mixes on the same curve.
But I'm here thinking these are three different mix designs not three different w/c ratios for the same curve.
 
Those are 3 different mixes. If you are wanting to evaluate differences between water to cement ratios, the only thing that should be varying is the amount of water and cement. The amount of aggregate should remain constant.
