Looks like a closet rod holder or closet rod bracket flange.

Zues, or he may be trying to make a hand rail.

Could be a floor flange- used for attaching handrail to concrete, most are threaded rather than having the stub.
Size, material, application would help.
A weld neck flange (used for piping) is similar, but the holes wouldn't be countersunk like that.

Thanks all. I am looking for something small to fix a rob standing on a surface. Something about 3cm in diameter is good enough.

Assume you mean "rod"?

25mm seems to be the biggest normal size.

But "rail end socket" worked the best for me!

Welded neck flange.

Weldneck flange was my first thought, but the holes appear to be countersunk. It looked more like an end support for a cloths closet, but hey, there was no context provided.
