insulation for the bottom head of the vessels

Dear Experts,

As we are currently in the construction phase of an oil and gas EPC project, I would like to inquire whether insulation is required for the bottom head of the vessels and which standard governs this requirement ( technical specification are shown bellow ) .
equipment : column
temperature : 90 c°
thickness : 25 mm

Your guidance on this matter would be greatly appreciated.
 
In the US, OSHA safety rules require insulation for personnel protection above a certain temperature.
If there are wide atmospheric variations in temperature, it might be undesirable from an operational standpoint to have similar swings in heat loss.
Most large oil/gas companies would have specifications dictating what gets insulated and how. PIP may have some requirements if applicable.
Otherwise, it would be an economic decision, heat loss vs cost of insulation.
