Why all specifications indicate filling materials compaction should be in horizontal layers. Actually, I have a fill area that the subgrade is sloped (about 10%). What would be the suitable tolerance? This will be the foundation of a heap leach pad.

My slightly-informed guess is that compaction in horizontal layers is most likely the default because it's easier (more reliable). In some cases it could be because compaction at a significant slope could cause weak planes for slope stability.

Not sure on tolerance.

Horizontal is a general statement in this case. Each layer of fill placement should not exceed say, 12 inches, without regard to the slope of the areas. Depending on the soil type, 12 inches might be too restrictive or in other cases it might not be restrictive enough.

So the bottom of the pond is not horizontal? If it is, it's probably going to be easier to construct the layers horizontal in any case. Start at lower elevation and work up.
