Intersection LOS

Is it possible, using HCM method or ICU method, to do a proper intersection LOS analysis using ONLY turning counts, and not using any overall through traffic counts?
 
If you have machine counters on all approaches, you could subtract the turning volumes from the total approach volumes to get the through volumes.

Otherwise, I doubt it, unless some math whiz can reduce it to a system of four equations in four unknowns.

I don't think it's possible to calculate the LOS without the through volumes. The individual LOS for each intersection movement is impacted by the through traffic and other turn-lane volumes.
