Reinforcement for closely spaced openings

My query is for an existing column where I need to introduce a new manway.
The location for new manway is in vicinity to an existing 6" nozzle, such that limits of reinforcement of the two openings interact and it represents closely spaced openings per UG-42 of ASME-VIII-1.
When I run the COMPRESS program, the output specifies a warning "Overlapping limits of reinforcement between nozzles detected - user intervention may be required."
Does COMPRESS check if the reinforcements specified by designer are taking care of requirements specified in UG-42(a) or it leaves the task of complying with these requirements onto the designer himself?
Is the designer expected to do some manual calc to prove conformance to code provisions?
Any ideas are most welcome.
