Hey,
Is there any way to merge two cell libraries in Microstation V8? I have three or four different libraries that I would like to combine.  

Also I have created a tool bar from cells, the only thing is I cannot find the file anywhere.  It loads onto my computer, but I would like to place it on the network for my co-workers to find.

Yes, you can merge multiple libraries.  Open one of your existing libraries, then click on the Models tab.  Along the top will be another button for Import Models.  Select the file you'd like to add, and you're done.

I DONT HAVE A MODELS TAB. IS THIS IS MICROSTATION V8?  MAYBE I AM OPENING IT THE WRONG WAY.  THE ONLY TWO WAYS I KNOW TO OPEN A CELL LIBRARY IS UNDER ELEMENT- CELLS- ATTATCH, AND ALSO UTILITIES- CELL SELECTOR.  IS THERE ANOTHER WAY I AM UNAWARE OF?

Yep, it's V8.  You need to open the .cel file itself, like you would any .dgn file.  When you do, the individual cells that you would normally see in the Element/Cells/Attach window or the cell selector file will appear as individual models.  If you don't see the Models button on any of your toolbars, click on File and see if it's about halfway down the list.
