Scale for Cells in Microstation V8i vs J

In Microstation J, I had the cell scales set up based on the design working units of 96000. For example if I had a drawing and the detail was going to be 1/16" = 1', the cell scale would be 196; if the detail was going to be 3/8" = 1', the cell scale would be 32, etc. All my cells look proportionally correct.


In Microstation V8i, I did the conversion for the Design working units of 3048. For example for the 1/16" = 1' detail, the cell scale is 6.096; for the 3/8" = 1' detail, the cell scale is 1.016, etc. But somehow when I bring in the scales they are not at the correct size.

Appreciate if you guys can help me in figuring this out.
