how to load the schedule with budgeted costs

(OP)
I am new in Project Scheduling; I need to know the standard practice to load cost and resources where the resources have fixed cost for each WBS (group of activities)/phase/category . The project is a fixed cost project. The resources are crews but no cost per hour or per day is provided only the cost for all WBS elements is  available in as lump sum cost. Obviously the duration could not be fixed as the project progress and there will be delays or early completions. Progress is physical % Complete. So as the payment is based on phy% complete. I ll appreciate if  I can get some directions/guidance, thanks already.
