Yield Moment in Hinges vs Section Designer, Why the discrepancy?

Why are the yield moment for the same exact section different? My calculation for yield moment matches exactly with the moment curvature (<1% Error), but it's very far from the nonlinear hinge moment yield definition, also it's not because of the expected Fy, I calculated that too and it's still different.

I'm just guessing here.... But, I'm thinking this is a units conversion issue with the program.
