WRC 489 and API RP 571

Ive been reviewing WRC 489 and it seems a copy (as good as identical - exact same wording and sentences) of API RP571. API seemed to be first with its publication (2003).
WRC doesnt refer to API, nor vice versa.

Does any know hwat the deal is with this?

They're the same ...
I do know see that WRC refers to API on the front sheet/page.

Guess I haven't looked to careful the first time.[upsidedown]
