Wrapping extrude/cut feature on cylindrical model

I'm trying to model a flat sided, rounded ends air filter for an automotive design. Obviously the sides are easy to extrude/cut, but I have no idea how to wrap the pattern of small circles so I can continue the extrude/cut feature. Can anybody help please?
