WPS qualification by testing in the AW and PWHT condition

I would like to qualify a WPS to AWS D1.1 in the as welded and PWHT condition with supplemental impacts.
A) 1" thick material A516 GR 70, all 3 coupons welded CJP with same essential variables.
B) 1st coupon 15" long welded in a 2G position with standard testing as welded.
C) 2nd coupon 21" long welded in a 3G position with standard and supplemental impact testing as welded.
D) 3rd coupon 21" long welded in a 3G position with standard & supplemental testing after PWHT.

Is the formula listed above an efficient method of qualifying a WPS to unlimited material thickness in the as welded and with PWHT condition qualified in 1G, 2G & 3G positions? If there is a more efficient method then please advise.
