Sure, not necessary, but not one size fits all.
If you are working with a material that is common, or that the welder welding the test coupon is familiar with, then a preliminary WPS will probably be of little use.
However, if you are working with an uncommon material, or a material that the welder is not comfortable welding, I would try to get a copy "for reference only" from anyone in the industry that has had success welding the unfamiliar material and is willing to share and provide any tips that would be helpful for success.
