Wooden dowel Roll bender ?

Certainly. Why not? You would need to develop all of the engineering and details. Material cost may not be too much different between the wood and using more conventional steel rolls, though. Wear characteristics of wood are probably going to result in shorter machine life.
"wood" = hobby/hardware store hemlock, pine, birch or oak?
Putting the aluminum in the center wastes a lot of bending stiffness and strength. At least 50% is my guess.

Is one end of these wood dowels inserted in a wooden plate ?
