If we need to add a shear wall on the first floor of an existing building, how can the uplift force from strap HDs be restrained from affecting the area below the first floor
 
You'd need somewhere for the hold-down loads to go. You can transfer them into a beam that moves the load over, or provide a continuous holddown to the foundation directly underneath your hold-downs. We don't know your layout or constraints. Don't forget the actual lateral shear needs to go somewhere too if you're moving the hold-down you're likely going to need to move the shear load around in the diaphragm too.
