Wind loading on wind turbines ASCE interpretation

I'm designing foundations for a series of flag pole-style wind turbines poles with vertical vanes. In using ASCE7-05 method II wind design I'm interpreting the Cf of "other structures" as coming from Fig 6-22 "Open signs and Lattice Framework". However I could make the argument that I could use Fig 6-21 chimneys and other structures Cf which would significantly lower my wind load. The structure is a pole with 3 vertical vanes or airfoils that spin around horizontally. Any suggestions? TIA

You should be able to get wind loads from the manufacturer, they will need to calculate this to get the power yield.
 
That's not really an answer, I'm designing for the manufacturer, what I would like is someone's interpretation of the code on the issue at hand.

The vanes will have a different Cf factor than the center support pole. Best estimate comes from scale model in wind tunnel, or build one and use strain gages at foundation to measure force at various wind speeds.
