Wind load on minaret 1

What is the best procedure to apply wind loads on 20m high minaret with plan dimensions of 3mx3m? According to ASCE there is a method for "Chimneys, Tanks, Rooftop, Equipment, & Similar Structures"..resulting in concentrated wind force

I shall use this method or the regular method where we apply pressure on areas of walls...
 
A minaret would be a Similar Structure to a Chimney for wind loading, so I think that provision would be appropriate.
 
I agree with hokie. Stiffness, surface area, and height of the structure are some of the key differences in what method you choose. Both are likely to be of a masonry/concrete-type stiffness, have roughly the same proportions, and are relatively tall structures.
