Wind load on Banner directly mounted to an external wall

Is there any reduction on wind load on the fabric when it is sucked out of the wall.

The banner is tied to the wall at top & bottom and is more than 15 m high x 20 m.
 
CAUTION! Cyclic wind loads will induce considerable levels of dynamic loading on your banner and potentially loosen your fasteners. In direct answer to your question, in my opinion no. In fact, I tend to over-design the connections because of the dynamic action you don't get with rigid structural member signs. Just ensure your fasteners can take repeated dynamic loading.
