Wind Load Factor for Soil Pressure control

well,I use ultimate wind speed for ETABS model and export outputs to the SAFE software. For soil pressure control under the footing, should I multiple wind load factors by 0.67 to change it to the service load or I should use ASD wind speed in ETABS and then export outputs to SAFE and use default load combination of the program without any changes?
 
My suggestion is to talk to the Geotechnical Engineer and have him tell you what you should be doing if you are unsure. Right or wrong, I usually use the ASD load combinations in ASCE 7 and use which ever combination controls. Sometimes Geotechs let you use a larger bearing pressure when you are talking wind or seismic loads though.
 
Whether you use ultimate wind loads and convert to service-level afterward or use service level loads doesn't matter (as long as your conversion is correct!).

Jeoku is right that sometimes a geotech will give some wiggle room in allowable bearing pressure for transient lateral loads -- depends on your soil and the experience of the geotech.
