Yes, the R25 is too big. Look closely at the upper end of the green circle and see how it extends beyond the part.
You could use a smaller radius. R15 should work fine, maybe R20.
Or you could choose the No option and see how CATIA fits the R25 fillet to the part.

Yes, it fit a fillet. But notice the fillet is not tangent at the upper section.

1. select more in Edge fillet tool
2. Edges to keep and select the highlighted edge in the imageView attachment 2181
