why dose ASME BPVC.III.5 HGB-3230 not specify bolt bearing stress,the average shear stress?

In ASME NG 3230,there are criterias for bearing stress under bolt head,the average primary shear stress across screw threads and the average primary plus secondary shear stress across screw threads.
But ASME BPVC.III.5 HGB-3230 can't find these criteria, I can't understand, dose it means that we don't need calculate these stress for threaded fasteners?
