Indeed not, it's some sort of internal fire. There will be an investigation of how the sprinklers and fire doors that are presumably inside that building failed, I guess.
But the biggest thing for me in that report is "the building is being evacuated" - no Grenfell "stay in your flat to get burnt to death" advice this time.
