To determine loading on a building, you'd use Part 4 of the National Building Code of Canada (NBCC), the most recent version being the 2015 code. You'd also need seismic provisions for the specific city in Appendix C of NBCC. To determine material resistances, you'd use the CSA Standards for the respective materials (CSA A23.3 for concrete, CSA S16 for steel, for example). You can look up the most recent editions of these on the CSA website. They are sold as stand alone CSA standards as well as in books (CISC Handbook of Steel Construction, CAC Concrete Design Handbook) which have design examples and further information.
There are other documents out there which may govern design, such as codes for bridges. If you give a specific example of what you're trying to design and in where it is you'd likely get more of a response.
