there is no such thing 'SE-Framework' which can be easily copied
or installed separately from SE.The API consists of some .tlb and
possible .ocx that must be registered. And even when you circumvent
this the programmers won't be able to test it. IMHO to work with the API
you must have the full SE-Version the 'Layout' as well as the 'Design
& Drafting' version deny the access through the API also the come
with the API. So maybe to just install the free 'Layout' Version might
be a solution ...
With V15/V16 it might have changed due to the interop libs
but I've no knowledge about.
