Maybe Arizona? A bridge over one of the lakes on the Colorado River? The arch dam beyond should be a clue.
 
I think you are looking through the bridge at the Theodore Roosevelt Dam on the Salt River near Phoenix, Arizona, USA.
I have never been there, so I could be wrong; it happens occasionally.
So far I have found no information on the bridge itself.

update: It appears to be the Roosevelt Lake Bridge:
