...create a file that I can then pull into a multitude of assemblies and change the same dimension in each assembly, it does not affect the original file..?

Basically we buy in large 'o' rings, which is a base drawing. That part then gets included in several different assemblies and is cut to the length spacified on the parts list, the excess is thrown away. So on the assembly it just needs to be a represention of that part with different ID's... I'm lost and cannot figure out how to do it.

I would try using adjustable parts especially if you don't need the exact lenght to be reported in your BOM.
