I am unsure if ASCE-7 is more suitable for onshore usage and if there is some ISO or API standard that are more suitable for this end case.

I am totally ignorant or Norwegian or European codes, I'm not sure if they would be relevant to US companies either.

Any advice on standards, or should direct measurements of spectral accelerations be sought for existing structures?

46 CFR Part 54 deals with shipping pressure vessels, not sure if there is another part that deals with structures and seismic.

I will suggest you to look ;

- ISO 19901-2 ; Specific requirements for offshore structures —Part 2: Seismic design procedures and criteria,
- API RP 2A-WSD ; Recommended Practice for Planning, Designing and Constructing Fixed Offshore Platforms,
- If the question is for Deck Appurtenances and Equipment, still you may look ASCE 7 Section 15,

I would consider to ask the services of an expert engineering group for assessment study acc. to seriousness of the case and seismicity. Sometimes a hybrid approach could be feasible.

Use the same g loading or code as the offshore platform. Ask how they design offshore platform.
