What level to set CO sensor in a coal silo to detect fire?

Not sure about fire detection, but worker safety requires something like this.

Exposure limits. The carbon monoxide content of the atmosphere in a room, building, vehicle, rail car, or any enclosed space shall be maintained at not more than 50 parts per million (ppm) (0.005%) as an eight hour average area level and employees shall be removed from the enclosed space if the carbon monoxide concentration exceeds a ceiling of 100 ppm (0.01%).

Set your CO monitor at 12.5% LEL. That way your silo gets the warning when concentrations get near the explosive limit.

I don't know about the source, but (way back) I was taught that 0.2% can kill you in 30 minutes.
