What is the difference between applying roof fan and monitor?

Hi folks!! I wonder what the difference is between the roof fan and roof monitor. According to my company manual, it depends on client's preference. But I believe there are something more. Maybe applying roof monitor seems to be a better option to help discharge smoke plus provide natural lighting while roof fan looks cheaper option. Please help! THANKS in advance.

The roof monitor will not work properly unless the building architecture is designed such that there is a stack effect.

The need for a roof monitor or ventilation fan will be dependent on the specific of the building design.
