If you have a continuous slab and you provide the required development. Do you have to provide the additional 1.3*ld if the bars overlap from the opposite span?
From the commentary on ACI 318-05, section 12.15.2:
The tension lap splice requirements of 12.15.1 encourage the location of splices away from regions of high tensile stress to locations where the area of steel provided is at least twice that required by analysis.
Per section 12.15.2, if the splices are staggered and you have at least twice the amount of steel needed for moment capacity, you can use a class A splice, which uses 1.0*ld.
