RECTANGULAR/SQUARE COLUMN CLOSED TIES AND CROSSED TIES ARRANGEMENTS

Does the standards specified that the crossed ties always on top of closed ties? Or can we do it either way? Can someone attached a link on the standards elaborating this if theres any? thanks

I believe that you can do it either way and I know of no standard that speaks directly to this.
